O&C Minutes on Tripleading Policy (9/2/04)

Ammendment to Constitution or Addition to Bylaws (being drafted by Emilie and Sarah)
-specifically empower activity chairs to set guidelines
-guidelines must be unique, consistent across activity areas

General Tripleading Requirements (consensus, under development by Jeff)
-emphasizing participants' responsibilities (personal safety, announcing medical needs/conditions, etc.)
-proper gear check-out/return
-expedient trip follow-up, conflict resolution...ombudsman?  club advisor?
-awareness and preparation for potential hazards
-sensitivity to participants' perception of safety, willingness to abort trip or component thereof for benefit of participants
-complete trip report, paper or online
-communication with activity chairs RE: available gear/resources
-probationary co-leadership for new leaders or following problematic trips
-record of leaders'/participants' information (emergency, medical)
-leader/participants must be current members (dues, waiver, Japes list)
**O&C running gear night must be vigilant about leaders' and participants' membership status.
**Officer signature should be added to membership cards for authenticity.

Post-trip Enforcement of Policy
-case-by-case basis among O&C
-immediate discussion with tripleader, participants (club advisor/ombudsman)
-resolution consistent with established policies
-designate co-leader for subsequent trips to demonstrate competency

Responsibilities of Activity Chairs (consensus)
-maintain/monitor/apply/post specific tripleader requirements
**Jeff's cycling template:  Safety, logistics, route planning
-update approved list of trip leaders where applicable, post in Japes
-monitor trip announcements, contact new leaders in respective areas
-assess/critique proposed trip logistics for new leaders
**Chairs must develop effective method to screen new leaders' competency
**Realize potential for enabling/endangering inexperienced people with equipment for use in hazardous activities

Post-trip Discussion (Doug Morrison)
-SAFC foul-play threat prompted by fear of being overwhelmed by O&C
-admission of error on summer 2004 boating trip

**Question of lapse of judgement and abandonment:  Participants abandoned by leader or leader abandoned by participants?  No discussion of remaining itinerary.

-lapse in judgement likely to carry over to other activity areas?
-leader must listen to participants' safety concerns
-leader must have judgement to abort or alter trip for safety of participants
-Doug asserts that majority of his trips have been led successfully.
-forum for post-trip discussion must be held immediately or scheduled
-written records on post-incident discussion/resolution should be held by club advisor or ombudsman
-tripleader policies/enforcement are still in development

**Verdict:  Doug must designate a co-leader and demonstrate competency on next trip in activity areas of concern as well as new areas of leadership:  skiing/snowshoeing, winter hiking, boating, climbing, caving, cycling(?)

**Clarification needed:  What number of outing club members constitutes a quorum for voting purposes?  What is the required breakdown, if any, of the quorum in terms of regular/active members, officers, activity chairs?
